Drop Python 3.9 from the CI matrix.

It hit end-of-life in October 2025, and causes problems with Brian2 on Windows:

Python 3.9 / Windows: latest available Brian2 wheel is 2.6.0, compiled against NumPy 1.x — binary incompatible with NumPy 2, and no newer wheel exists for that combination
