Bump pytest 7.2.2 -> 9.0.3 drop pytest-subtests

pytest 9 introduces subtests, so we don't need the plugin any more.

Also pytest is calling str() on the messages passed to SubTest. Because
of how __str__ is defined on ResultSet we look for a non existent Ballot
in the subtests. Passing in the parameters we're changing gives
equivalent output if there's a test failure.
