feat(smoke): add tdongle env (lilygo t-dongle-s3) (#164)

* feat(smoke): add tdongle env (lilygo t-dongle-s3)

- adds `tdongle` env (lilygo t-dongle-s3, esp32-s3, 16mb flash, 8mb octal psram)
- usb-serial-jtag console; uses esp32-s3-devkitc-1 as base pio board
- onboard st7735 lcd reserved for future display work (b1-28); excluded from this build
- ci matrix and makefile updated

* fix(smoke): pin tdongle flash size to 16mb

- esp32-s3-devkitc-1 board defaults to 8mb flash; tdongle hardware has 16mb
- partitions table needs 16mb to fit dual ota slots
