fix(arduino/system): arch-dispatch reboot, rename to bb_system_restart (#157)

Gate avr/wdt.h under __AVR__ so non-AVR Arduino targets (Cortex-M:
R4, R4 Minima, SAMD, etc.) can compile this file. Add an __arm__
branch using NVIC_SystemReset; fall back to a spin-loop on unknown
archs.

Rename impl from bb_system_reboot to bb_system_restart to match the
public API in components/bb_system/include/bb_system.h. The existing
name was a parity bug — the public symbol is and always has been
bb_system_restart; the Arduino impl just hadn't been called by anyone
yet so the mismatch went unnoticed.
