Add pause toggle to webui Commands page, closes #34

Toggle button next to Reset LSTM glows (filled btn-info) when paused
and is dark (outlined) when running. Click flips the local mirror of
the pause state and sends /impsy/pause 1 or 0 to the IMPSY OSC server.
The mirror can drift if IMPSY restarts mid-session — one click re-syncs.
