docs: add analysis of pre-commit shebang hooks

Document the decision to KEEP shebang-related pre-commit hooks even though
we currently develop on Windows.

**Reasoning:**
- Home Assistant deploys on Linux (Docker)
- Contributors may use Linux/Mac
- CI/CD runs on Linux
- Hooks cost nothing when no .sh files exist
- Future-proofing for Linux dev scripts

**Conclusion:**
Keep all hooks. The optimization was premature - defensive hooks are valuable
even if not currently triggered.
