ci: upload firmware.elf alongside .bin in per-env artifacts (#263)

v0.16.0 release shipped a tdongle-s3 firmware binary that boot-loops in provisioning mode, but the workflow only kept .bin files — no ELF means we can't decode the panic. Adding the ELF to per-board artifacts is a one-time cost that pays for itself the next time anything goes sideways. Retention defaults are fine.

- copy firmware.elf in Stage release binaries step
- add .elf file to Upload artifact path list
