docs: fold ec2:DescribeInstanceStatus into AllowRegionalReadActions

Upstream commit e8a4d26e moved ec2:DescribeInstanceStatus out of the
standalone AllowUnscopedEC2DescribeInstanceStatus statement and into
the existing AllowRegionalReadActions statement, where it is now
subject to the regional condition.

Update the cloudformation.md reference (preview, v1.12, and docs) to
match: insert DescribeInstanceStatus into the AllowRegionalReadActions
prose and JSON example, and drop the now-removed
AllowUnscopedEC2DescribeInstanceStatus section.
