Feature test python 3.14 (#3275)

* test using python 3.14

* update package versions to use values that were found by pip

* remove requirements file that is no longer used

* update versions of pytest and pillow to resolve CVEs. use ge instead of eq for test dependencies

* update version of pillow to resolve CVE

* update recommended python version to 3.14

* change warning message to info when user is running a lower Python version than the recommended version
