feat(web): handle unavailable software selection (#3441)

During the code review of [PR
#3436](https://github.com/agama-project/agama/pull/3436), @joseivanlopez
identified additional cases not covered by the revamp shipped in [PR
#3420](https://github.com/agama-project/agama/pull/3420):

* Product might not offer additional patterns.
* Software selection might be not possible due to issues preventing the
calculation of the proposal.

Branch coverage included in aggregate %.

32 of 32 new or added lines in 4 files covered. (100.0%)
