project: declare badges via wiswa custom_project_badges

Wiswa exposes a `custom_project_badges` setting (an array of
`{anchor, href, priority}` objects) that controls extra badges
emitted into the README and `docs/badges.rst` blocks. winprefs
uses it for the same purpose; mirror that pattern here.

Adds entries (in declared order) for:

- Tests workflow status
- Coverage Status (Coveralls)
- C language
- CMake
- PowerShell Gallery Version
- PowerShell Gallery Platform Support
- PowerShell Gallery Downloads

The same set is mirrored manually in `README.md` (Markdown) and
`docs/badges.rst` (RST) so the rendered docs match the
`custom_project_badges` declaration without needing an immediate
wiswa regen.

The PowerShell Gallery badges previously lived in the
`README.md` from the project's PowerShell-only era and were lost
when wiswa took over README generation; restoring them via the
new setting keeps them across future regens.
