Improve the "Monthly Phone Call Limit Reached" sending logic

The improvements:

* Send the notice to all project's members, not just the owner.
  Sometimes the owner's email is a shared mailbox that nobody
  regularly reads, and the notice would get missed.
  The notice is sent as a single email message with multiple
  addresses in the "To:" field.
* Include the notification text in the notice. This way, when
  the phone call limit is reached, the notice also serves as
  a fallback alert delivery mechanism. We were already doing
  this in the Signal integration when hitting Signal rate limit,
  this follows the same pattern.
