[WDL 1.2] task runtime info struct (#838)

Implements the WDL 1.2 task runtime info (`task.*`) as a struct added to the task environment.

Fields are populated in a basic way, and there's one major FIXME with `task.attempt` that will need some refactoring of command interpolation.
