refactor(webui): rename taipan_web component to webui (TA-220) (#254)

Aligns component directory and header name with the actual role (firmware
shim for web UI assets) and the Svelte source tree organization. Updates
public function symbols to use 'webui_' prefix. Removes dead
taipan_web_register_preflight declaration (no definition, no callers).
Firmware build size unchanged; all tests and static checks pass.
