test(core,console): refactor and enhance service tests

Refactor and improve service registration tests in core and console integration tests for better coverage and clarity.

- Move and rewrite ConfigureServicesRegistersApplicationAndModuleServices test in ApplicationBaseClassTests
- Add checks for IApplicationModule registration
- Move and expand TestApplicationBaseClass with public properties for testing
- Pass InternalHostedService assembly to UseGestalt in ConsoleIntegrationTests
- Improve code formatting and ordering for readability
