chore(dev-tools): remove Mysticeti from grafana, private network, and fuzzer (#11287)

# Description of change

Clean up dev-only scripts and dashboards now that Mysticeti is no longer
a selectable protocol.

- Delete the legacy `consensus-overview` Grafana dashboard
(`starfish-overview.json` is the replacement).
- Drop the `-p/PROTOCOL` flag and `CONSENSUS_PROTOCOL` env from
`run.sh`, `docker-compose.yaml`, `run-all-benchmark.sh`,
`run-all-fuzz.sh`.
- Simplify the Python fuzzer stress runners (`run_block_stress.py`,
`run_mirage_stress.py`, `run_non_triangle_stress.py`,
`run_sync_stress.py`) to a single run instead of paired
Mysticeti/Starfish iterations.
- Remove `dual-run.sh` (its only purpose was sweeping fuzz parameters
across Mysticeti vs Starfish; no longer meaningful).
- Strip `-p starfish` from the example invocations in
`experiments/README.md` (the flag no longer exists in the underlying
scripts).
- Update dev-tools READMEs and fuzzer docs to drop Mysticeti references.

Part of the decomposition of #11075 into focused PRs.
