feat(bb_registry): migrate bb_nv flash + config init to early tier (#131)

CONFIG_BB_NV_FLASH_AUTOREGISTER (default-on) registers nvs_flash_init
via bb_registry early tier. CONFIG_BB_NV_CONFIG_AUTOREGISTER (default-on)
registers the breadboard typed wifi-creds + display preload separately
so consumers using their own NVS namespaces can flip the typed config
off while keeping the partition init.

bb_nv_config_init calls bb_nv_flash_init internally so registration
order across TUs doesn't matter. nvs_flash_init is idempotent by
design — returns ESP_OK on repeated calls.

Smoke main shrinks to wifi/http bringup + bb_registry_init(server),
with bb_registry_init_early() covering all NVS + log capture init.
