:sparkles: Web UI — ChatComponent, ChatEntries, session layout overhaul

planck_cli:
- ChatEntries: pure classification module with build/3, entry factory functions
  (new_user_entry, new_text_entry, new_tool_entry, etc.), toggle_entry/2,
  author_label/1, pair_tool_results/1, tool_subtitle/2; full @typedoc coverage
- ChatComponent: LiveComponent for streaming chat; delegates all entry shape
  logic to ChatEntries; Chat JS hook for scroll, syntax highlighting, local timestamps
- SessionLive: three-column layout (sessions | chat | agents), responsive drawers,
  agent overlay modal, prompt history, stop/stop-all, session CRUD
- NeoBrutalism UI with RetroUI purple theme via Tailwind v4 CSS variables
- highlight.js via npm for syntax-highlighted code blocks (atom-one-dark theme)
- Timestamps rendered client-side in user's local timezone via <time data-local-time>
- Recovery message improvements: only injected for genuinely unfinished workers;
  ask_agent vs delegate_task distinguished by completion check type
- Credo clean across planck_headless (aliases, nesting depth)
