test(baseline): align rebuild tests with _scrub_dump + docker-exec pg_dump

Follow-up to eb1a124e3: the rebuild module renamed
_strip_restrict_tokens to _scrub_dump and changed _run_pg_dump's
signature to take (container_id, db, config) and shell out to
"docker exec" instead of running pg_dump on the host. Tests still
imported the old name and stubbed the old signature, so collection
failed with ImportError. Updates the tests to match, and adds a
parametrized case covering the new SET transaction_timeout scrubbing.
