Add clippy for rm32_stm32 to pre-commit, fix all 6 lint errors

New pre-commit hook runs clippy on rm32_stm32 (cross-compiled against
G071 target). Fixes:
- timer.rs: crate:: -> \$crate:: in define_raw_timer! macro
- adc_hal.rs: add # Safety doc section to unsafe fn from_rom
- adc_hal.rs: move macro metavar expansion outside unsafe block
- dma_buf.rs: fix doc list indentation
- system.rs: remove unnecessary u16->u16 cast
