Add GitHub Actions CI and blackbox test infrastructure

CI workflows (.github/workflows/):
- ci.yml: pre-commit checks, unit tests (260), 4-MCU firmware matrix
  build (G071/F051/L431/G431), blackbox tests via Rust harness
- coverage.yml: cargo-llvm-cov → Coveralls

Blackbox test infrastructure (tests/blackbox/):
- harness.py: Python driver for stdin/stdout harness protocol
- test_vectors.py: pytest parametrized runner over vector files
- 28 test vector files covering arming, BEMF, DShot, servo, GCR
  encoding, desync, LVC, PID, temperature, and more
