tarantool: remove leader NoInherit exclusion

The tarantool.Builder hardcoded WithNoInherit("leader") as a default
inheritance option with no way to opt out. In Tarantool 3.x cluster
configurations, leader is typically defined at the replicaset level
and instances rely on inheriting it to determine the RW leader in
manual failover mode.

Because the exclusion could not be overridden, effective configs for
instances always had an empty leader value, breaking downstream
consumers like go-discovery.

Remove the hardcoded exclusion so leader is inherited like any other
key. Users who still need the old behavior can add it back via
WithInheritanceOption(config.WithNoInherit("leader")).
