refactor(mining): inject sync ops for host-testable pause protocol (TA-234 phase B) (#240)

- timing-sensitive pause/resume coordinator now host-testable via injected sync ops
- TA-277 done-timeout regression guard covered by test_pause_check_done_timeout_TA277
- pause coordinator extracted into mining_pause.c; esp-idf bindings in mining_pause_espidf.c
