chore(trust): lower MIN_TRUST_PATH_RATIO from 1e-8 to 1e-10

Local instance shows the smallest extended ratios sitting just above 1e-8 (i.e.
right at the floor), suggesting the threshold is excluding paths that we'd
rather retain. Lowering to 1e-10 widens the admitted set by ~100x.
