chore: modernize project dependencies and build environment

- Update Go version to 1.26.2 and Alpine base image to 3.23.4
- Upgrade all Go dependencies, including k8s.io and aws-sdk-go-v2
- Explicitly version build tools in Makefile (golangci-lint, goimports, etc.)
- Fix compilation errors related to k8s client-go breaking changes (context, ResourceEventHandler)
- Upgrade golangci-lint to v2.11.4 and add .golangci.yml configuration
- Update CI/CD: CircleCI Go orb to 3.0.4 and helm/chart-releaser-action to v1.7.0
