Support presence-only templated files with year substitution

Adds an optional `presence: true` flag on file entries in the templated
files map. With it set the bot only checks the file exists and, if
missing, mints it once with `{{year}}` rendered to the current year —
later content drift is then ignored. Without the flag (the current
default) the bot still keeps content in lockstep with the template, as
before.

The motivation: every chrisns repo's only "drift" right now is the
hardcoded LICENSE copyright year ticking past the year in the repo's
checked-in LICENSE. Switching the LICENSE entry to
`presence: true` with a `{{year}}` template means a freshly cloned
repo gets a current-year LICENSE and existing repos stop showing
permanent drift.

planFiles now tracks per-file metadata and only includes files that
actually need writing in the change payload, so the consent issue and
the resulting PR list only the paths that will change.
