ci: consolidate and modernize helm chart workflows

- Merge multiple broken and malformed workflows into a single helm.yaml.
- Add path filtering to ensure Helm CI only runs on changes to the charts/ directory.
- Update all GitHub Actions to their latest stable versions (checkout@v4, setup-helm@v4, etc.).
- Replace custom shell scripts with official actions for helm-docs and chart-testing.
- Move chart-testing configuration to the expected .github/ct.yaml location.
- Remove redundant and malformed workflow files to eliminate "No jobs were run" notifications.
