backlog: move to dedicated branch, improve commit messages

BACKLOG.md and BACKLOG-UPDATES.md now live on the orphan `backlog` branch
alongside events.jsonl and last_snapshot.json, replacing the separate
`backlog-events` branch. Main history is no longer polluted by bookkeeping
commits.

- Workflow: seeds backlog files from the `backlog` branch before running the
  script, commits all four files back to `backlog` with a descriptive message
- update_backlog.py: detects PR link changes (added/removed PRs per issue),
  builds a human-readable commit message summarising what changed, writes it
  to --commit-msg-path
- Tests: updated compare_snapshots unpack to 5-tuple
- README: adds Backlog row linking to github.com/.../blob/backlog/BACKLOG.md
- SKILL.md: replaces git-specific local instructions with sl cat / gh api
