Exemplar updates since 2026-04-05

Bumped infra-workflows reusable workflow references from 1.5.0 to 1.5.1.
Replaced exemplar-template description cruft in README.md with a TODO placeholder.
Bumped bemanproject/infra-workflows reusable workflows from 1.5.1 to 1.5.2 (Node.js v20 deprecation fixes).
Added build telemetry support (BuildTelemetryConfig include + configure_build_telemetry() call) and bumped infra submodule to dfdb103b.
Bumped bemanproject/infra-workflows reusable workflows from 1.5.2 to 1.5.3 (additional Node.js v20 deprecation fixes).
Integrated beman-tidy v0.3.1 into pre-commit config for Beman Standard checking.
Removed explicit args from beman-tidy pre-commit hook to use its defaults.
