feat(skills): raise default registry page size to 24

The Skills > Registry tab defaulted to 12 items per page, which leftroughly half of a typical viewport empty and forced extra clicks toscan the catalog. Bump DEFAULT_REGISTRY_PAGE_SIZE to 24 (the nextoption already offered in the size selector) and update theskills-page pagination tests to match the new default.
