fix: pull-OTA reliability bundle for v0.15.6 (#226)

- bump breadboard pin to v0.16.5 — pre-allocated bb_ota_pull API buffer survives heap fragmentation (was failing on long-uptime bitaxe with `failed to allocate response buffer`)
- sha256_hw: drain stale SHA peripheral BUSY=1 on acquire — mbedTLS HMAC mid-op during TLS leaves the BUSY latch set across esp_restart, hanging mining_task's hot loop (TA-262)
- sdkconfig: WDT timeout 5→60 s (Kconfig range cap) — absorbs OTA-path stalls instead of triggering rollback storm
- sdkconfig: panic reboot delay 0→3 s — gives USB CDC TX FIFO time to flush panic frames before reset
