Fix configuration issue when executed with external Tomcat instance (#339)

* Uplift OpenAPi and Swagger-UI to latest version.

* change swagger-ui version to property in pom file

* Fix so application version is read from App.java instead of properties and only works when executed with production war artifact.

* Update Changelog.md

* Prepare for release

* Uplift semantic and parent version to same version as remrem-generate use.
