fix(skills): make registry table repo link a11y- and host-agnostic

Address Copilot review feedback on #2119:

- Drop the hard-coded `aria-label="Open repository on GitHub"` so the
  visible normalized label (org/repo or host/path) becomes the link's
  accessible name. The icon is `aria-hidden`, avoiding a redundant
  "GitHub" announcement and incorrect wording for non-GitHub hosts.
- Fall back to the raw repository URL when `getDisplayRepoLabel` returns
  null (unparseable URL or missing org/repo segment) so the column
  always renders a labeled link instead of an icon-only affordance.
- Update tests to query the link by its visible label and add coverage
  for the unparseable-URL fallback path.
