Address review feedback and add chrome-extension validation

- Rename urlQuery to String, escapeToBuilder to writePercentEncodedString,
  isPurlSafe to isPathSegmentSafe
- Add writePercentEncodedByte helper and use it in all escape functions
- Drop qualifiersSortable in favour of slices.SortFunc
- Remove unused percentEncode, route Qualifier.String through escapeQualifier
- Restructure toLowerASCII for readability
- Add ECMA-427 spec references to comments
- Add chrome-extension type with name/version/namespace validation
- Bump purl-spec submodule to c756cac for chrome-extension tests
