utils.run_metadata: gate _wiswa block on wiswa_tag setting

Add a wiswa_tag setting (default true) that controls whether
write_wiswa_run_metadata appends the _wiswa block to package.json.
When the setting is false the function instead removes any existing
_wiswa key on the next run, so disabling the tag actively cleans up
the previous metadata rather than leaving it stale.
