fix: use delimiters in lockKey, add vnetLinkName/matchTags/tags/storageEndpointSuffix

- Use '|' delimiter between all fields to prevent ambiguous key collisions
  from concatenated variable-length strings
- Add missing vnetLinkName (affects VirtualNetworkLink creation)
- Add matchTags and tags (affect account matching/selection)
- Add storageEndpointSuffix (different cloud environments)
