Commit Message

ci: force bash for run steps so Windows stops mangling -coverprofile

PowerShell was splitting -coverprofile=coverage.out ./... into two
arguments and trying to test a phantom .out package. Git Bash is
preinstalled on the Windows runner, so default to it.
