Support unions of typed containers

Add structured-config support for union members that are typed List[...] or Dict[...] containers. Container assignments now select an unambiguous matching branch, preserve typed container validation after selection, and reject ambiguous empty containers unless the value carries explicit type metadata.

Introduce OmegaConf.typed_list() and OmegaConf.typed_dict() helpers for disambiguating empty or otherwise ambiguous container assignments. Document the new behavior, add a news fragment, and cover assignment, merge, interpolation, serialization, deepcopy, docs, and typed-container validation paths.
