refine system prompt: strengthen RID hyperlinking rule and renumber

  Rule 7C is rewritten as a standalone rule block with clearer
  anti-pattern examples, an explicit self-check instruction ("search the
  entire response for all RID values"), and the correct schema:table
  examples (isa:dataset, isa:thumbnail, isa:file, isa:biosample). The
  original inline wording buried in rule 7B is removed.

  Tool selection priority and ERMrest filter syntax rules renumbered
  8 and 9 to accommodate the promoted rule 7C block.
