Add `-> $1` handlers to sample annotations for prev-hera benchmark

The 0.9.0 hera pinned via `@danielx/hera-previous` (used by
perf/compare.civet to measure regression) does not parse `::Type`
without a handler, so it emitted invalid JS for the cycle-breaking
annotations on coffee/regex.  Adding `-> $1` makes the rule a no-op
identity at runtime and keeps prev-hera happy.
