fix(bb_nv): replace non-portable strlcpy with bounded copy helper (B1-68) (#92)

strlcpy isn't in standard C and newlib only exposes it under feature
flags, so downstream consumers (TaipanMiner) hit -Wimplicit-function-
declaration in their build profile. Replace both call sites with a
self-contained strncpy + explicit NUL termination helper.

No behavior change.
