update-backlog: fix events.jsonl rebase conflict in process job

Replace git pull --rebase with fetch+reset+push pattern. The rebase
conflicted when log-event appended events during the debounce window.
Now we reset to remote HEAD, restore the snapshot on top, and push
directly, with a retry loop for concurrent log-event pushes.
