fix(settings): deferred restart after save so config changes apply (TA-242) (#207)

/save and /api/settings patch persist new config to NVS but the running
session kept the old values until manual power cycle. spawn a one-shot
task that delays 500ms (so the browser gets the success response) then
calls esp_restart() — same pattern as the OTA finish path.

- taipan_prov_save_cb: always restart after successful save
- settings_patch_handler: restart only when reboot_required is true
  (already tracked for pool changes; covers hostname now)
