cruft: update

Sync Wiswa-managed files: bump ruff-pre-commit to v0.15.12, pin ruff to
0.15.11 and bump mypy to >=1.20.1 and ty to >=0.0.31 in dev deps, drop
docutils and numpydoc from docs deps, include man/ in the sdist build,
and simplify yapfignore patterns. Adjust package.json with cspell
^9.8.0 and pyright ^1.1.409. Add *.min.js to .prettierignore, remove
the now-unused numpydoc dictionary entry, refresh CITATION date to
2026-04-25, reformat .claude/agents/release.md and wiswa-sync.md
prose, and regenerate uv.lock and yarn.lock.
