cruft: update

- Bumped pre-commit ruff hook to v0.15.12.
- Bumped dev deps: mypy 1.20.1, ty 0.0.31; pinned ruff to ==0.15.11.
- Dropped docs deps no longer needed: docutils<0.22, numpydoc.
- Relaxed cspell constraint to ^9.8.0 in package.json.
- Added `man` to hatch sdist build target.
- Tightened yapf ignore_patterns to `.venv`, `.wiswa-ci`, `node_modules`.
- Added `*.min.js` to .prettierignore.
- Reflowed prose in release and wiswa-sync agent docs.
- Removed `numpydoc` from .vscode/dictionary.txt.
- Refreshed CITATION date and lockfiles (uv.lock, yarn.lock).
