Refresh Wiswa-managed files: rewrap prose in the release and wiswa-sync
agent docs, bump ruff-pre-commit to v0.15.12, add `*.min.js` to
`.prettierignore`, drop `numpydoc` from the dictionary, refresh the
CITATION release date, downgrade `cspell` to `^9.8.0`, raise the
minimums for `mypy` and `ty` while pinning `ruff==0.15.11`, drop the
`docutils` and `numpydoc` doc dependencies, add `man` to the sdist
include list, tighten `tool.yapf` ignore patterns, and refresh
`uv.lock` and `yarn.lock`.
