cruft: update

- Pre-commit: bump ruff-pre-commit to v0.15.12.
- package.json: bump prettier to ^3.8.3 and pyright to ^1.1.409; pin
  cspell back to ^9.8.0.
- pyproject.toml: bump mypy and ty lower bounds; pin ruff to 0.15.11;
  drop docutils, numpydoc, and tomlkit from docs extras; include `man`
  in the sdist; broaden yapfignore patterns.
- .prettierignore: ignore `*.min.js`.
- .claude/agents: minor wording tweaks in release and wiswa-sync.
- Dictionary: drop `numpydoc`.
- Refresh CITATION.cff date and uv.lock/yarn.lock.
