cruft: update

Refresh Wiswa-managed templates, tooling, and dependencies.

- Reflow prose in .claude/agents/release.md and .claude/agents/wiswa-sync.md
  to respect the 100-character line limit.
- Bump pre-commit ruff hook to v0.15.12.
- Add *.min.js to .prettierignore.
- Drop the unused numpydoc entry from .vscode/dictionary.txt.
- Bump CITATION date-released to 2026-04-25.
- Pin cspell dev dependency to ^9.8.0.
- Update Python dev dependencies (mypy>=1.20.1, ruff==0.15.11,
  ty>=0.0.31) and drop unused docs deps (docutils, numpydoc, tomlkit).
- Include the man directory in the hatch sdist target and tighten the
  yapfignore patterns.
- Refresh uv.lock and yarn.lock.
