cruft: update

- Bump pre-commit ruff hook to v0.15.12.
- Bump dev deps: mypy 1.20.1, pin ruff to 0.15.11, ty 0.0.31.
- Bump runtime niquests to 3.18.6.
- Drop docs deps no longer required (docutils<0.22, numpydoc) and
  remove `numpydoc` from the dictionary.
- Downgrade cspell range to ^9.8.0 to match the template.
- Add `*.min.js` to .prettierignore.
- Include `man/` in hatch sdist build target; refine yapf ignore
  patterns (.venv, .wiswa-ci, node_modules).
- Refresh CITATION.cff release date and snapcraft summary.
- Reflow text in release and wiswa-sync agent docs.
- Strip trailing commas in docs/conf.py and usps_track/main.py per
  formatter regeneration.
- Refresh uv.lock and yarn.lock.
