cruft: update

- Bump pre-commit clang-format mirror to v22.1.4.
- Bump prettier to ^3.8.3 and pin cspell to ^9.8.0 in package.json.
- Switch the format script's clang-format flag from --in-place to -i.
- Add *.min.js to .prettierignore.
- Re-wrap prose in .claude/agents/release.md and
  .claude/agents/wiswa-sync.md.
- Refresh CITATION.cff release date to 2026-04-25.
